Abstract

Low learning outcomes in elementary Civic Education often emerge when abstract civic concepts are taught through predominantly teacher-centered explanations. This classroom action research examined whether Problem-Based Learning (PBL) could improve third-grade students' learning outcomes on rights and responsibilities at home at UPT SD Negeri 030287 Batang Beruh. The study involved 25 students and was conducted in two cycles, each comprising planning, action, observation, and reflection. Learning evidence was obtained from individual achievement tests, group worksheets, classroom observations, and reflection records. The school mastery criterion was 70, while the action was considered successful when the class mean reached at least 70 and classical mastery reached at least 80%. Before the intervention, only 40% of students met the mastery criterion. In Cycle I, classical mastery rose to 52% with a mean score of 64. After reflection-based refinement through contextual video, group problem solving, and a rights-versus-responsibilities guessing game, Cycle II mastery reached 88% with a mean score of 79.6. The findings indicate that iterative PBL, supported by contextual and interactive learning media, can strengthen conceptual understanding and learning participation in elementary Civic Education.
